Risan sits at the quiet north-western corner of the Bay of Kotor, the oldest settlement on the bay and once the seat of the Illyrian queen Teuta. Today it is a low-key working town rather than a tourist showpiece, which is exactly what makes it an easy place to start a rental: there is room to park, the seafront road runs straight through, and the head of the bay is ten minutes away in either direction.

Heading the other way, Perast is barely five minutes along the shore for the boats to Our Lady of the Rocks, while the inland road climbs from Risan toward Grahovo and Nikšić, the quick route to the mountains that avoids the Kotor serpentine altogether.

With a car, Risan is a calm base for the whole bay and beyond. The Verige strait narrows and the Vrmac ridge rise within a short drive; Lovcen and Cetinje are a morning loop over the mountain road; and the Tivat and Herceg Novi sides of the bay are both under 40 minutes. The quiet inner-bay roads are also some of the easiest driving in the region for a first day behind the wheel.
When to visit
Risan stays calm year-round, with none of the cruise-day surges that fill Kotor. Summer brings warm, swimmable water and long evenings; spring and autumn give you the clearest roads and the best light on the fjord; and even in winter the coastal road stays open and easy, which is part of why the inner bay suits a relaxed self-drive trip.
